Restating Lupp's solution in steps, for people like me who are a little thick in the head: If th image is too big to capture it with the 'Select' tool you need to change the zoom factor or to scroll the view by dragging the mouse. Now you may open the context menu and change the 'Arrange' setting. You have to draw a selecting rectangle around the complete image to get it selected again. There you find the 'Select' tool (iconized with a white arrow if not already a stupid "theme" or "skin" or whatever nonsense has replaced it). You need to make the 'Drawing' toolbar visible (if not yet). There you find an option 'To Background', and if you choose that you will no longer be able to select the image by a simple click. There is one named 'Position and Size' but most likely this issue is about 'Arrange'. There is no item like 'placement' or so in the context menu of an inserted image. And the alternatives in the future will be Mandarin or Hindi, not Portuguese.)
The disadvantages we will hav to bear anyway. Why? Let's take advantage of English as the lingua franca to which it has developed. I am German and stick to the English UI nonetheless. I will not switch to Portuguese whether Brazilian or otherwise, and if I did I would understand nothing. Anybody having enough English to his disposition to post questions here, should also be able to handle OpenOffice with an English user interface. (The localization as it has developed is a plague.
